This process can lead to a lack of accountability, and it also results in the development of special interests, such as convenience stores that are regular suppliers of lotteries or that advertise the games; lottery suppliers, who make heavy contributions to state political campaigns; teachers (in states where lottery revenues are earmarked for education); and state legislators.
